Specifications include, but are not limited to: • Identification of key stakeholders within the State, the military, and the civilian community to include their roles and responsibilities. These may include but not be limited to: o Chambers of Commerce o Public Affairs Offices for major military components/installations o Neighborhood boards o State agencies with direct involvement and/or ongoing and future projects with US DoD (DLNR, HTDC, DOE, UH, etc.) o Civic and non-profit organizations • Where necessary, coordinate consultations with key stakeholder groups statewide. • An illustrative depiction of the interaction of those stakeholders and develop a framework for community engagement and community building. • Develop recommendations for the composition and direction of the Community and Military Collaboration Council. • An overview of current resources within the MACRO and the required resources to effectively pursue its overall mission. • Key benchmarks of performance and objectives that aid in measuring MACRO success with short and long term goals. • Identification of risks and challenges to the success of the MACRO office. • Identification of mitigation efforts to overcome those risks and challenges.
