Specifications include, but are not limited to: 1. Agency Media: • Within the first 30 days, with approval from the MACRO, create and maintain an initial and ongoing communications and actions plan. • Provide ongoing support of the MACRO with communications including, but not limited to, drafting talking points and compelling speeches, developing and drafting initial position papers, testimony, responding to media requests, drafting, and distributing press releases and quarterly e-newsletters, developing pitches, providing outreach to lawmakers, and copy editing in AP style. • Assist with developing, maintaining, and updating the MACRO’s email distribution list in Constant Contact or a similar program. • Within the first 90 days, assist the MACRO with recommending and overseeing website development and updating. • Within the first 90 days, provide analysis on developing a podcast, TV campaign to include story telling segments, commercials and targeted videos, and provide assistance with development and creative content. • Provide analysis on benefits/drawbacks of a social media services plan and possibly creating and maintaining social media and updating MACRO’s social media accounts. This includes, but is not limited to, the posting of photos and videos of programs, along with industry events and workshops sponsored by MACRO. Social media platforms to include Facebook, X (formerly known as Twitter), Instagram, YouTube, and LinkedIn. 2. Public Relations: • Provide ongoing counsel to the MACRO on public relations issues relating to military and community relations, including but not limited to, economic development, education, cultural concerns, and contentious issues with U.S. DoD. This includes, but is not limited to, monitoring the media, business industry, government, and community on all matters that may impact the MACRO. • Assist the MACRO with building positive relationships through community engagement with various community groups, the public, city and county governments, U.S. DoD, and other key stakeholders. • Conduct at least eight informational interviews with stakeholders. • Within the first 90 days, provide a strategic framework for outreach. The framework will include an intentional effort to reach out to, and include grassroots community in our strategic partnerships, stakeholder engagements and collaborations to more effectively, efficiently, and equitably strengthen the bonds between the United States Department of Defense and the State of Hawai‘i. • Provide at least five unique community engagement opportunities that promote the work of the MACRO and more importantly, provide opportunities for the military and community to interact on issues of importance.
