Specifications include, but are not limited to: This RFP provides background information and describes the services desired by STATE. It describes the requirements for this procurement and specifies the contractual conditions required by the STATE. Although this RFP establishes the basis for Responder Proposals, the detailed obligations and additional measures of performance will be defined in the final negotiated contract. The purposes of this RFP are: to provide support for members of cultural and ethnic minority communities to obtain mental health professional or substance use disorder licensure or complete qualifications for becoming a clinical supervisor; to train mental health and substance use disorder treatment providers on cultural competency and cultural humility; to provide culturally appropriate substance use disorder and mental health services to children, youth and families and adults of cultural and ethnic minority background; and to build provider capacity to deliver services in a culturally specific and responsive manner despite an individual’s the geographic location. STATE’s goal is to ensure that mental health and substance use disorder treatment supports and services are culturally specific and culturally responsive to meet the cultural needs of communities served. Grantees must obtain all available third-party reimbursement sources as a condition of receiving grant funding or utilize all available third-party reimbursement sources before billing services to the grant.
