Specifications include, but are not limited to: The scope of work will include the following: 1. A detailed analysis of current City of Salem Community Services Department rates as compared to similar jurisdictions. 2. A detailed analysis of what fee changes the market would support by identifying the point at which rate increases are counterproductive to increasing overall revenue. 3. A detailed analysis of the advantages and disadvantages of potential rate changes, including impacts on equity. 4. A detailed analysis of the current and potential new methods to annual rate adjustments, and their impact. 5. A detailed analysis and potential recommendation for implementing a non-city resident differential fee. 6. A recommendation for any new fee or revenue opportunities that would accomplish the goal of decreasing Center 50+, Parks, and/or Recreation programs reliance on General Fund revenue, including an analysis of each according to the above mentioned factors. 7. A recommended cost-recovery and fee structure plan, to be utilized as a guiding document in the City’s annual and on-going fee schedule implementation.
