Specifications include, but are not limited to: The City’s Community and Economic Development Department (CED) is seeking a consultant to develop a Five-Year Strategic Plan (Consolidated Plan) for the City of Asheville, NC for HUD Program Years 2025-2029 and the first year Annual Action Plan for the HUD Program Years 2025-2026. The time period for the ConPlan is July 1, 2025 – June 30, 2029. Consultants will: 1. Submit proposals for the Five-Year Strategic Plan (Consolidated Plan) which includes the First-Year Annual Action. CED is expecting proposals from only qualified firms and individuals with proven experience in developing Consolidated Plans or similar planning documents, in compliance with all associated federal laws and regulatory requirements. ● The Consolidated Plan shall provide a direct link between community goals and objectives and priority needs. ● The Plan shall build on the work that the Community and Economic Development Department completed in previous years. ● It shall also provide clear direction for future One-Year Annual Action Plans, required as subcomponents of the next five-year framework . ● In addition to the Consolidated Plan, ADDENDUM A to this request includes the First-Year Annual Action Plan which is a requirement for consultants...
