Provide ongoing landfill, transfer station, compost facility, and other environmental engineering design, permitting, inspection, monitoring, reporting, and compliance services. Although primarily a solicitation for the Sanitation Division, the selected contractor may be asked to provide similar services to other divisions within the Department of Public Works or the Town of Manchester. The consultant shall assist the Town in the areas of solid waste operations and planning, closure planning, water quality monitoring, stormwater, and general environmental regulatory compliance. The scope of services includes several routine regulatory compliance tasks, including quarterly groundwater, surface water, and leachate seep monitoring and reporting, quarterly and semi-annual stormwater monitoring and reporting, quarterly solid waste inspections, and annual capacity and site life estimates. The scope of services is also likely to include other non-routine tasks on an on-call basis, including solid waste permitting and design, filling plan development and operational assistance, groundwater discharge permitting and design, stormwater permitting and design, leachate seep remediation and erosion control engineering, wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, advising landfill staff regarding operational and design considerations, and site, geotechnical, and/or structural design.
