Specifications include, but are not limited to: Cecil County, Maryland, is requesting proposals to select a Landfill Gas Development Partner (the Respondent) to design, permit, construct, operate and maintain a Landfill Gas (LFG) Beneficial Use Facility using LFG generated at the Cecil County Central Landfill, as specified within the Scope of Work. It is the intent of the Cecil County Government to execute an agreement with the most qualified Respondent that presents an economically viable proposal to the benefit of the County. If a group or team is assembled to propose on the project, the composition of the Respondent’s team or team configuration shall be clearly defined and stated within the proposal. In addition, the past experience, qualifications, financial capacity and credit worthiness, and key team members that will be directly responsible for the performance and completion of this project must be detailed in the proposal.
