Specifications include, but are not limited to: A. Facilitate the planning process 1. Meet with the county project team at least monthly or more frequently if needed to support the planning effort. These meetings can be conducted virtually except when the meeting purpose necessitates in-person coordination (e.g., when marking up maps). 2. Meet with the county project manager on a bi-weekly basis to discuss project status and challenges. These meetings can be conducted virtually. B. Review existing plans, documents, and mapping efforts 1. Review the 2007 WashCo CWPP and plan appendices. 2. Review the 2024 Washington County Multi-Jurisdictional Natural Hazards Mitigation Plan (NHMP) with a focus on the plan’s wildfire hazard assessment and mitigation measures. 3. Review and document relevant federal laws, strategies, and recommendations including the Healthy Forests Restoration Act; the FLAME Act; the National Cohesive Wildland Fire Management Strategy, Action Plan and Addendum Update; and ON FIRE: The Report of the Wildland Fire Mitigation and Management Commission. 4. Review and document Oregon Senate Bills 762 (2021), 80 (2023), and 82 (2023) and related organizational changes and programs, assessments, mapping efforts, and insurance requirements. 5. Examine and become familiar with the wildfire risk information and maps available on the Oregon Wildfire Risk Explorer: (https://tools.oregonexplorer.info/OE_HtmlViewer/index.html?viewer=wildfire) 6. Review the Regional Disaster Preparedness Organization’s (RDPO) 2023 wildfire risk and capability assessments. 7. Review other local wildfire risk assessments and mitigation plans including the Tualatin River Basin Wildfire Risk Assessment, Drinking Water Source Area Wildfire Protection Plan, and private and public electric utility wildfire protection plans (Portland General Electric, Forest Grove Light & Power, and West Oregon Electric Co-op). 8. Review Volumes II and III of the Washington County Comprehensive Plan – the Framework Plan for the Urban Area and the Rural/Natural Resource Plan Element. C. Engage the public 1. Develop a one-page flyer providing an overview of wildfire mitigation and the CWPP update project and describing how to provide input into the process. 2. Develop a list of questions, prompts, or other methods to elicit information from the public about wildfire hazards, mitigation efforts and recommendations, and protection needs. 3. Develop a strategy and the tool(s) necessary to collect that information (e.g., online survey tool)...
