Specifications include, but are not limited to: County wide public property debris collection and disposal, including all appropriate personnel, equipment, fuels, insurances, transportation and services to expeditiously and safely collect and remove to county-approved sites [ subject to guidelines, regulations, approval and direction of all involved federal, state and local governments including, but not limited to, FEMA, MEMA, EPA, ACE, MDEQ, and the Board of Supervisors], all debris resulting from a disaster and declared an emergency by the State of Mississippi and/or the President of the United States, from all county road rights of way and other county property, in order to restore and to maintain appropriate traffic flow and the safety and structural integrity of the county roads and bridges, and open access to health, education, emergency and other facilities and services accessed by or available to the public at large, in, on and in the entirety of Stone County lying outside the City of Wiggins.
