Specifications include, but are not limited to: Proposals are being accepted to provide treatment technology and/or services on a rental, throughput, or a total purchase basis to be incorporated into pretreatment processes at four sites to achieve regulatory compliance for four leachate discharges and two surface water discharges, each with varying PFAS loading and discharge volumes. KCDPW is not seeking externally sourced routine treatment system operations or maintenance personnel as it has the staffing capacity and experience to operate remediation systems internally. Analytical laboratory testing and flow data have been compiled and are available for all leachate discharges, see Table 1. With POTWs setting enforceable PFAS limits, the target concentrations are for PFOS, PFOA and PFBS, but no other parameters or criteria at this time. KCDPW is seeking technologies that treat leachate and surface water discharges to the individual PFAS parameter limits outlined in Table 1, given respective influent concentrations. KCDPW is seeking to begin necessary construction and/or modifying existing pretreatment building equipment and processes in 2024 based on a chosen treatment strategy to achieve discharge compliance in 2025. Respondents should layout an expected timeline and scope of completion. Consultants, equipment suppliers, and vendors are to provide background and experience regarding previous work on environmental service and wastewater treatment projects and highlight any previous PFAS treatment of landfill leachate. Respondents must detail provisions for bypass pumping or hauling to ensure continued discharge of wastewater during construction. Any wastewater hauling and construction staging is to be included within the Respondent’s proposal.
