The American Rescue Plan-Homeless Children & Youth (ARP-HCY) Coordinator will monitor local educational agency (LEA) Education for Homeless Children and Youth (EHCY) programs for compliance, a requirement under the McKinney-Vento Act [42 U.S.C. § 11432(f)(5)]. This provision applies to LEAs both with and without subgrants. While the monitoring process for LEAs and charter schools with McKinney-Vento subgrants may include additional elements to evaluate the effectiveness of funded programs, the State educational agency (SEA) monitoring protocol for LEAs for compliance with the McKinney-Vento Act is comparable for LEAs with and without subgrants since all LEAs have the same responsibility to identify, enroll, and support students experiencing homelessness. The ARP-HCY Coordinator must be familiar with the McKinney-Vento Homeless Assistance Act as Amended by the Every Student Succeeds Act, and the American Rescue Plan Act. Former Homeless Liaisons preferred. Desk/Remote Reviews: ● Coordinating reviews with State Coordinator and LEAs ● Request and review documents from LEAs that are specific to the local Education for Homeless Children and Youth program’s identification and serving of homeless children and youth ● Provide technical assistance throughout the interview process ● Provide State Coordinator with a written report of whether requirements were met, or corrective actions required; and recommendations for resolving corrective actions for each review. At a minimum, the report will include: ● Name of the LEA ● Local liaison and contact information ● Date of the monitoring visit or remote interviews ● Name of the monitor who develops the monitoring report ● LEA and school representatives present during the monitoring ● Documents reviewed before, during, and after the monitoring
