Specifications include, but are not limited to: 1. The 50% Liquid Citric Acid shall be delivered with prepaid freight to the Saint Paul Regional Water Services - Dewatering Building located at 1900 Rice St. North, Saint Paul, MN 55113. 2. The 50% Liquid Citric Acid should be delivered in tank trucks utilizing a 30 psi delivery pressure with a capacity of approximately 3,000 gallons. The full tank size is approximately 3,500 gallons. The monthly average demand and maximum demand are anticipated at 600 gallons and 800 gallons respectively. Orders for approximately 7,600 gallons per year will be placed throughout the length of the contract. 3. A 2” quick connect coupling is provided on fill pipe. A 4” vent is installed on the storage tank to account for pressurized delivery. 4. Bidder must have the ability to supply chemicals on an emergency basis in the event of a shortage created by an unforeseen mechanical malfunction, natural disaster etc. This includes weekends and all major holidays. 5. Under normal conditions, response time after notification shall be within 48 hours during the week. Unloading shall occur between the hours of 7:30 a.m. and 2:30 p.m. 6. All delivery dates and times shall be scheduled in advance at Saint Paul Regional Water Services 651-266-1660. 7. Delivery drivers will be required to display their vendor/transport identification, including photo identification. 8. Liquid chemical tankers must be sealed; load will be rejected if seal is broken. 9. If delivery is delayed due to road problems, emergency, etc., Vendor must notify the 24 hour plant phone (651-266-1660) as soon as possible. Standard and Chemical Requirements: 1. The 50% liquid citric acid delivered under this specification must conform to the American National Standards Institute/National Sanitation Foundation Institute for Drinking Water Treatment Chemical, ANSI/NSF 60. Vendor shall furnish, upon bid submittal, proof of NSF/ANSI 60 certification of its product. 2. The citric acid delivered under this specification must conform to the American National Standards Institute/American Water Works Association standard B200-07 for citric acid or the latest revision of AWWA standard. 3. The 50% citric acid solution shall be prepared so that a homogeneous, well-mix product is received at the City’s location. 4. The chemical and physical properties of the citric acid delivered under this Specification shall be as follows: • Appearance: Clear liquid • Purity: 99.85-99.95% • pH: <3 • Specific Gravity @ 20 deg C: 1.23-1.25 • Heavy metals (ppm): <2.5 • Arsenic (ppm): <1
