Specifications include, but are not limited to: 1. Alternative Delivery Technical Services Provide technical services necessary to assist the DOTD in the pre-procurement, procurement, and/or administration of Design-Build, Progressive Design-Build, Construction Management at Risk, and/or Public-Private Partnership projects. Serve as the technical advisor to the DOTD. Develop project-specific performance specifications and/or technical provisions. 2. Project Management and Support Provide project support necessary to assist the DOTD in fulfilling project requirements and commitments. Schedule, attend, and/or conduct project meetings. Participate in value engineering and cost risk schedule assessments. Develop Project Management Plans (PMP). Develop Initial Financial Plans (IFP). Support the DOTD in development of grant applications and agreements. Support the DOTD in drafting of miscellaneous project agreements. 3. Quality Control Reviews and Peer Reviews Provide reviews necessary to verify the accuracy of project submittals and/or reports. Perform independent peer reviews of designs and calculations. Perform engineering reviews for plans and special provisions. 4. Environmental and Permitting Services Provide environmental services necessary to obtain project environmental approvals, reevaluations, and permits, and to support mitigation compliance. Provide services in support of NEPA and related laws and regulations. Develop permit applications and/or associated supporting documentation. Provide services in support of mitigation compliance. Perform material sampling and testing (e.g., air monitoring, groundwater, soil, bridge coatings). 5. Traffic Engineering and Design Services Provide traffic engineering and design services necessary to analyze traffic impacts and design traffic and geometric solutions. Collect traffic data. Develop and utilize traffic models to inform and justify project solutions. Perform traffic control analysis and design. Develop traffic intersection control, signing, and pavement marking designs. Perform geometric designs and provide geometric reviews. Develop Transportation Management Plans (TMP). Develop Access Justification Reports (AJR), either through an Interchange Justification Report (IJR) or an Interchange Modification Report (IMR). The general tasks that the consultant may be required to perform are described more specifically in Attachment A, which is incorporated herein by reference. The selected consultant will perform the specific services covered in an Indefinite Delivery/Indefinite Quantity (IDIQ) contract as detailed in individual Task Orders (TOs), which will specify TO-specific scope of services, contract time, and compensation. The consultant shall perform the work in accordance with the requirements of this advertisement, the resulting contract, and any TOs issued thereunder. Deliverables shall be in such format as required in Attachment A, unless otherwise specified in an individual TO. The work performed by the consultant shall be performed in a manner consistent with that degree of care and skill ordinarily exercised by members of the same profession currently practicing under similar circumstances
