Specifications include, but are not limited to: 3.2.1.1 Review and Understand Maryland’s Statewide 988/911 Coordination Plan and make contact with each of the 24 local “Crisis Champions” prior to the start of the learning collaborative meetings. The applicant will gather information from each of the local Crisis Champions to help inform who will be a part of the learning collaborative session. The applicant will make written recommendations to BHA on the stakeholders who should be included in the learning collaborative sessions. The written recommendations are due to BHA within 30 days of the start date of the contract. 3.2.1.2 Plan, facilitate, and conduct learning collaborative sessions with 911, 988, Mobile Crisis, local behavioral health staff, and other stakeholders. The total number of learning collaborative sessions will be no less than 36 over a two-year period. Each learning collaborative session will be scheduled for 90 minutes. The learning collaborative sessions will start within 60 days of the start date of contract. A. Provide BHA with a written schedule, invite list, and agenda for each bi-monthly learning collaborative session. Discuss the agenda with BHA during a standing meeting, the frequency of which will be determined in collaboration with BHA. B. Each learning collaborative session will be facilitated by an individual who is experienced in 988/911 coordination provided by the applicant. C. Following the bi-monthly learning collaborative sessions, the consultant will provide BHA with a written summary of key takeaways from the sessions and recommendations for how BHA could support LBHAs/CSAs in improving the interoperability of 988 and 911 at the local level. This written summary is due to BHA within 15 days following the date of the third learning collaborative session for that month.
