Specifications include, but are not limited to: VENDOR will assist the County to assess and study needs, recommend potential policy changes, and if needed develop an ASP, develop request for proposal (RFP) documents (e.g. RFP, contract, etc.), procure a provider of ambulance services and develop an ambulance provider transition plan. This work shall be performed in six relatively distinct phases: 1. Assist in assessment and recommendation(s) related to revision of the ASP. 2. Conduct final analysis of ASP and develop RFP documents and processes. 3. Facilitate the proposal process. 4. Facilitate process for evaluating proposer’s proposals. 5. Assist with contract negotiations. 6. Assist in transition from current ambulance services provider to provider chosen through proposal process. Work under this contract shall include, but not be limited to: Phase 1: Assist County in Assessment and Recommended Revision of the ASP 1. Assist in continuing assessment of current EMS system through engagement of EMS stakeholders that includes but is not limited to first responders, hospitals, and ambulance providers. a. VENDOR shall assist the County in identification of additional EMS system stakeholders, and will assist in developing and conducting further assessment of the current EMS system and options for changes to be incorporated into a new ASP. This may include attending various policy and/or advisory committee meetings as directed by the County’s staff, presenting status reports, and participating in meetings at the discretion of the County throughout the life of the project. 2. Provide expert advice to the County and EMS stakeholders on topics including EMS system trends, operational, organizational and system design approaches, and other areas relevant to developing a new ASP. This will include providing expert advice on options to address low acuity medical calls in Multnomah County. 3. Assist the County in synthesizing results of stakeholder assessment, expert advice, and other relevant information into a draft ASP outline. Measurable Outcome: Interim report identifying key stakeholder issues and opportunities, expert advice, and recommended approaches to be incorporated into ASP 4. Assist in assuring appropriate consideration of the interim report/recommendations by EMS system stakeholders as well as informal review by policy makers and others as needed. This includes assisting in responding to inquiries, and assuring that issues and ideas identified by stakeholders have been reasonably addressed. a. Based on this consideration and review of the interim report: Work with the County to revise ASP. i. Assist the County with drafting ASP language for formal consideration by elected officials. ii. Assist the County as requested with communicating with elected officials, and other policy makers and stakeholders. b. VENDOR shall develop a final work plan that outlines the specific processes necessary to conduct an RFP for an ambulance provider and other tasks necessary to implement the new ASP. The work plan must include specific tasks, timetables, assignments, and accountabilities. The County is responsible for reviewing and approving this work plan. Following approval of ASP, provide expert advice in subsequent revision of Multnomah County Code (MCC) §21.400 and Multnomah County EMS (MCEMS) administrative rules. a. VENDOR shall assist County staff with expert advice to assure that provisions of the revised ASP, MCC §21.400 and MC administrative rules are consistent in use of language and terminology.
