Specifications include, but are not limited to: implement an owner-occupied home repair program. The City intends to utilize a portion of its federal State and Local Fiscal Recovery Funds to assist qualifying homeowners with necessary repairs thereby enabling homeowners in need to remain in their homes. The program would provide priority to elderly or disabled homeowners on fixed incomes that have a need for repairs. The city would offer funding to make repairs and a management fee to organizations assisting families. Funding would be limited to homeowners at 100% AMI, elderly, and disabled. Any family with a home with a child under six will be referred to the Lead Based Paint Program for assistance. This program will be a 5-year deferred loan program to protect the city’s investment in the property. Deferred loan programs are converted to grants at the end of the term. The selected firm will be expected to manage all aspects of the program including necessary reporting.
