The West Virginia Department of Tax and Revenue, Offices of the Insurance Commissioner (“Department”), is soliciting bid quotations from qualified vendors to assist in performing functions related to licensing and financial analysis of insurance companies and other regulated entities in the State of West Virginia, in compliance with W. Va. Code §33-2-9 and in accordance with the procedures established by the National Association of Insurance Commissioners (“NAIC”) Financial Analysis Handbook and NAIC Company Licensing Best Practices Handbook. Any contracts resulting from this RFQ may be utilized for professional financial analysis services to assist the Financial Conditions Unit of the Company Analysis & Examination Division of the Department in the fulfillment of its regulatory responsibilities. The Department is authorized under W. Va. Code §33-2-9(i) to contract with qualified actuaries, financial examiners, and financial analysis professionals as the Commissioner deems necessary
