1.1 Olmsted County is soliciting proposals from commercial haulers (as defined in Olmsted County Solid Waste Ordinance Chapter 3500) who are licensed in Olmsted County for Material hauling services related to the operation of the Olmsted County Solid Waste Division. The Olmsted County Solid Waste Division manages several municipal solid waste (MSW) streams in Olmsted County from three generating facilities. Solid Waste in several forms is transported for processing and/or disposal. 1.2 The successful bidder will provide the specified material hauling service, by facility, for a oneyear contract term beginning July 1st, 2024, with four (4), one-year renewal options. 1.3 Service shall be provided to support the continuous and uninterrupted service of all facilities. Of particular significance is the support of the Olmsted Waste-to-Energy Facility, which operates 24 hours per day, 365 days per year. The Contractor shall provide service on a continuous basis, 24 hours per day, 7 days per week, including weekends and holidays. 1.4 Service shall be scheduled to prevent, when possible, the need for hauling at night and weekends with all deliveries of non-processible (OWEF load out) and non-processible and processible municipal solid waste (MSW) and Construction and Demolition Debris (C&D) from the Olmsted County Recycling Center to the Kalmar Landfill taking place when a certified landfill operator is present during scheduled receiving hours. 1.5 Deliveries of ash from the OWEF to Kalmar Landfill will be 24 hours a day, 7 days a week. See Section 5 for projected processing rates.
