Specifications include, but are not limited to: synthesis of available studies, assessments, research, or data completed locally in Utah and nationally within the past 3-5 years on: Victim rights; Crime rates as it relates to victim services; Victim services; and Laws/legal protections for victims; Including but not limited to a comprehensive review of: Utah’s Victim Services: Developing a Well-Defined and Meaningful Evaluation Framework, H.B. 177 – Trauma-Informed Justice Provisions, Utah Office for Victims of Crime Needs Assessment, The Utah Victim Services Report, Utah State-Wide Needs Assessment, and Murdered and Missing Indigenous Relatives Task Force for the Utah Legislature Identification of promising practices and standards of care; Identification of challenges and gaps; and Recommendations on future studies.
