Specifications include, but are not limited to: The Utah Division of Oil, Gas and Mining (OGM) has been tasked by the Legislature under HB502 of the 2024 General Session (attached) to undertake a study of critical infrastructure materials (aggregates) in “relevant areas” of the State. The bill defines a relevant area as: the area included within the boundaries of: (i) a county of the first, second, or third class; (ii) a metropolitan planning organization; or (iii) an association of governments that has as a member a county of the first, second, or third class. This study will begin as soon as a contract is awarded, and the initial findings of the study shall be completed by no later than November 1, 2024. A final report shall be delivered to OGM by December 31, 2024. The successful bidder shall work cooperatively with the following in development of the study: the Utah League of Cities and Towns; the Utah Association of Counties; the Department of Transportation; the critical infrastructure materials industry; the related mining industry; the real estate development industry; the home builders industry; a local metropolitan planning organization; at least two representatives from counties of the first, second, or third class; and at least two representatives from municipalities located within a county of the first, second, or third class. OGM has been appropriated $500,000 for this study.
