Agency desires to contract with a successful Proposer to design and implement a robust communication media campaign to promote the Program by increasing visibility and awareness, grow employer participation and enrollment in the Program, and to develop advertising with an emphasis on the marginalized communities throughout the state (i.e., advertisements in Spanish, Russian, and other languages commonly used in these marginalized communities). A successful Proposer will develop and implement a communication media campaign to promote the Program throughout Oregon that includes a variety of media services and outputs that bring awareness to, inform, and activates employers to enroll. A successful Proposal will include design elements that identify groups with whom more outreach is required, include strategies and outreach efforts to reach the marginalized communities throughout the state.
