Specifications include, but are not limited to: Task 1: Situational Assessment - It will be vital to review documents, interview key stakeholders, and conduct such other on the ground assessment work as needed to develop a full picture of the core interests, values, concerns, matters of dispute, and barriers to agreement among the concerned parties. Approximately 15-20 landholders and other organizations are involved in the conflict. A holistic understanding and inventory of these matters is necessary, but it must also be accomplished quickly and efficiently. A plan for getting to an actionable agreement must also be developed.
