Specifications include, but are not limited to: 2.2 Performance Requirements for Lawn Care Services: 2.2.1 The contractor shall allow at least five (5) days between each mowing and trimming. The contractor shall understand and agree that in the event there are extended periods of time when conditions are such that the lawns are not growing, the Department will not request services. a. The contractor shall mow and trim the lawn area indicated within the black lines indicate on Attachment #1. b. The contractor shall respond to the request for lawn care services within seventy-two (72) hours of receiving the request from the designated Department representative. c. The contractor shall provide lawn care services on days and times mutually agreed upon by the designated Department representative and the contractor. 2.2.2 The contractor shall provide lawn care services in a professional manner in accordance with acceptable professional practices and the highest standards appropriate to promote a healthy lawn and to minimize damage to trees, shrubs, other desired plants, and surrounding property. 2.2.3 The contractor shall mow and string trim all lawns for the first time in the spring to two and a half (2 ½) inches in height. The contractor shall mow and string trim all lawns to three (3) inches in height thereafter. 2.2.4 The contractor shall remove and properly dispose of all trash, debris, and limbs on the lawn prior to mowing. 2.2.5 The contractor shall execute mower turns at different locations on the lawn to minimize bare spots in the lawn. 2.2.6 The contractor shall only use a push mower and string trimmer to mow the lawn in the fenced playground area. 2.2.7 The contractor shall capture grass clippings with a mower bagger when mowing lawns within ten (10) feet of buildings and occupied parking lots; however, a mower bagger is not necessary when there are no vehicles in the parking lot. a. The contractor shall remove grass clippings from all sidewalks, driveways, and parking lots. b. The contractor shall remove grass clippings from the lawn when a visible trail is left behind the mower. c. The contractor shall remove collected grass clippings from the site and properly dispose of the grass clippings. d. The contractor shall allow short grass clippings that do not form a visible trail to filter down into the turf. 2.2.8 The contractor shall be held responsible for any and all damage to the facilities, lawns, trees, shrubs, other desired plants, surrounding property, and any vehicles parked in Department parking lots resulting from the contractor’s improper use of tools, materials, and equipment and from debris thrown from the mower and/or trimmer during mowing/trimming operations. The contractor shall repair any damage at no cost to the department. 2.3 Performance Requirements for Snow Removal: 2.3.1 The contractor shall provide snow and ice removal services in a manner that provides maximum safety for the employees and visitors of the building using methods to include, but not limited to, plowing, hand shoveling, sweeping, piling, and applying ice melt agents. a. The contractor shall remove snow and ice from the area within the red lines indicated on Attachment #1. 2.3.2 The contractor shall provide snow and ice removal services after a snow event, after a freeze or refreeze, and at the request of the Department. a. For the purpose of this document, a snow event shall be defined as an unspecified period of time of continuous or intermittent periods of falling frozen precipitation significant enough to warrant removal of the frozen precipitation to free the parking lots and pedestrian walkways of hazards caused by the frozen precipitation. 1) Snow removal services for a snow event shall include plowing, shoveling/sweeping, ice melt agent, and the application of the ice melt agent, and be billed at the incremental pricing per occurrence as stated on the Pricing Page. 2) The contractor shall NOT include the prices as stated on the Pricing Page for Ice Melting Agent Application and Hand Shoveling/Sweeping Snow or Ice Melting Agent when billing for a snow event at the incremental pricing per occurrence as stated on the Pricing Page. 3) The contractor and the designated Department representative shall mutually agree upon the amount of snow accumulation. The contractor shall agree and understand that the designated Department representative shall make the final decision on the amount of snow accumulation without recourse. 4) The total accumulation shall be calculated using the amount of snow on the ground at the time the contractor provides the snow and ice removal services. b. For the purpose of this document, a refreeze or a freeze shall be defined as a freezing of surface moisture resulting in slip and/or slide hazards. 1) Snow removal services for a refreeze or a freeze shall include ice melt agent, and the application of the ice melt agent, and be billed at the per hour rates for Ice Melting Agent Application and Hand Shoveling/Sweeping Snow and the prices per pound and per ton for Ice Melting Agent as stated on the Pricing Page.
