Specifications include, but are not limited to: The purpose of this contract is to develop an innovative, community centered, Climate Action Plan (CAP, or PLAN) that will guide City actions and City-community partnerships for climate action for the period of 2025 to 2030. The City and County of Honolulu (“CITY”) plans to work with partners to implement the PLAN, with goals to equitably achieve the City’s adopted greenhouse gas (GHG) reduction goal of carbon neutrality by 2045, while reducing the cost of living for residents and increasing their quality of life. The PLAN is intended to help guide the City and various industry, public agency and community partners to accelerate ongoing collaboration to achieve O’ahu’s ambitious greenhouse gas reduction goals. The PLAN will provide feasibility analyses and model scenarios considering a range of potential climate action strategies for both direct emissions and consumption-based emissions; assess financial feasibility and suggest funding and financing strategies to pursue proposed actions; and elevate equitable climate action by incorporating measures/actions for new methods, approaches, technologies and policy.
