Specifications include, but are not limited to: a. Service Requirements i. Vendor will provide access to 24-hour technical support, available Monday through Friday, from 9:00 AM to 5:00 PM, Mountain Standard Time (MST). ii. Vendor will ensure that help requests are responded to within 1 workday (defined as Monday through Friday, 9:00 AM to 5:00 PM, MST). iii. Vendor shall provide in-house User training for the selected application, including certification upon completion. Training sessions will be conducted virtually. iv. Vendor will provide the completed products and services within 45 days of being awarded the contract. v. Vendor will regularly update forms, documents, and reference materials that are included within the application, in accordance with the update schedule outlined in the contract. vi. Vendor will assist with transferring existing case records into their platform. vii. Vendor will track edits to records by Users. b. System Requirements i. Application shall be an off-the-shelf solution and not require significant modification or custom development to be utilized. ii. Application shall be a vendor-hosted solution. iii. Application shall be Digits to Digits (D2D) compliant. iv. Application shall directly submit claims to the Veterans Benefits Management System (VBMS). v. Application shall provide data encryption at or above the NIST SP 800 Security standards. vi. Application will have electronic signature capability. vii. Application will support the scanning and/or importation of documents of no less than 100 MB. viii. Application shall provide secure, encrypted transmission of all data, which includes Personally Identifiable Information (PII), Federal Tax Information (FTI), and Health Insurance Portability and Accountability Act (HIPAA)-designated information. ix. Application shall provide reporting capabilities, including transmission/submission errors. x. Application will include online tutorials and access to training materials. xi. Application shall have the ability to communicate with Veterans through modifiable templates within the system that: Generate letters Generate digital communication Application shall provide a reference library that is regularly updated and contains: State and Federal Statute State and Federal Policies State and Federal Procedures xii.
