Specifications include, but are not limited to: a. The contractor shall provide harm reduction navigation with the intention of promoting access to harm reduction services and linking people who use drugs (PWUD) to care. b. The contractor should provide overdose prevention services with the intention of ensuring PWUD have access to overdose prevention and reversal tools, treatment options, and drug checking equipment. The contractor shall provide harm reduction navigation services in either all Missouri counties statewide, in one (1) or more counties, or in a metropolitan region comprised in less than three (3) counties. a. The contractor shall include the anticipated number of individuals impacted through these services. The contractor shall provide harm reduction services involving a set of practical strategies and interventions aimed at reducing negative consequences associated with drug use. a. The contractor’s strategies at the minimum shall include overdose education and naloxone distribution, low-threshold access to medications for opioid use disorder (MOUD) via co-location with harm reduction services or patient navigation, drug checking (e.g., using fentanyl test strips [FTS]), and education about safer drug use). The contractor shall focus on engaging priority populations in harm reduction navigation services. The priority populations shall be as follows: a. PWUD aged 18-44 years old; b.
