Specifications include, but are not limited to: A. The CONTRACTOR shall electronically submit a detailed Work Plan for review and approval by the STATE within 1 month of executing the contract and prior to initiating project tasks. The detailed Work Plan shall specify the following: 1. Designation of the project manager and the project manager’s responsibilities; 2. Designation of a multi-disciplinary project team consisting of a broad technical expertise, detailing each team member’s responsibilities, which includes primary expertise in infrastructure planning, adaptation planning and coastal hazards and impacts. Project team shall have familiarity of with current and projected coastal hazards facing Hawaiʻi, as well as experience with developing climate adaptation guidance. Additional skillsets may include building developers/construction, familiarity with government capital improvement project processes, or other relevant expertise. Proposal shall include a description and/or organization chart of project team composition, including identification of lead consultant and subconsultants, if applicable; 3. Description of the planned coordination between the project manager and the team members; 4. Methods on how project goals, objectives, and tasks will be accomplished; 5. Personnel assignments; 6. Product deliverables, including but not limited to, a description of the project deliverables; 7. Processes, programs, and methods by which effective technical and informational meetings will be implemented and conducted; 8. Gantt chart outlining primary project tasks, due dates of deliverables and progress reports, and periods of product review by the STATE and Act 178 Action Team (See Section E); 9. Cost breakdown with associated tasks within set time frames; and, 10. Overview of the tasks and the feasibility of the scoping study with a proposed budget of $360,000.00.
