Soils to be considered for reuse as landfill cover material must be physically suitable for their intended use as cover material. No free-draining materials will be accepted for reuse as cover material. Cover material shall meet be capable of being compacted in six inch layers over compacted wastes and meet the Connecticut Department of Energy & Environmental Protection's definition of cover material. They shall be "classified as GM, silty gravels, poorly graded gravel-sand-silt mixtures; GC, clayey gravels, poorly graded gravel-sand-clay mixtures; SM, silty sands, poorly graded sand-silt mixtures; SC, clayey sands, poorly graded sand-clay mixtures; ML, inorganic silts and very fine sands, rock flour, silty or clayey fine sands with slight plasticity in accordance with the unified soil classification system." Soils must comply with the landfill’s special waste and contaminated soil acceptance program requirements. These requirements are specified on the Special Waste Authorization Application for the Disposal of Special Waste/Contaminated Soils. The requirements include testing parameters and frequencies based upon the source of impacts to the soils as prescribed on Table 1: Waste Characterization Parameters and Acceptance Limits and Table 2: Required Sampling Frequency. Bidders and potential bidders shall note the testing frequency for ETPH called out on Table 2: Required Sampling Frequency.
