The Office of Administration, Information Technology Services Division (ITSD), Missouri Department of Natural Resources (DNR), Division of Environmental Quality Public Drinking Water Branch (EQPDWB) has Contract CT210670001 with Global Environmental Consulting Inc. for ongoing Safe Water Software Maintenance and Support. ITSD, DNR, and EQPDWB desire to amend the contract to replace the current safe water system software module, Drinking Water Watch with Drinking Water Viewer module, that will be used with the other existing portions of the current system. DNR’s 10 CSR 60-8.030 requires all community water systems in the State of Missouri to do an annual Consumer Confidence Report. The Environmental Protection Act “EPA” has proposed and plans to implement a revision to such CSR where systems of populations greater than 50,000 must complete a Consumer Confidence Report twice a year. Global Environmental Consulting Inc. is the single feasible source from which to acquire the GEC Drinking Water Viewer (Viewer) as the Viewer is a module to be used within the GEC proprietary Safe Water Software currently in use by DNR. Without the Viewer, the existing GEC system would not provide the necessary functionality to allow community water system operators to prepare the annual Consumer Confidence Report required by 10 CSR 60-8.030. As a result, this meets the criteria as a single feasible source under section 34.044 RSMo.
