Specifications include, but are not limited to: The Matanuska-Susitna Borough (MSB) is soliciting proposals from qualified Contractors to provide professional construction services for the DSJ Plumbing and Bathroom Remodeling Project at the MSB main administration building. The Matanuska-Susitna Borough (MSB) requests professional Contractors to investigate and make repairs or modifications to the bathroom in the original DSJ Building wing located at 350 East Dahlia Avenue, Palmer, AK 99645. Scope includes removal of the bathroom partitions, plumbing fixtures, mirror, vanity and expose the common wall plumbing. This investigation will expose the plumbing so further assessment of the pipes and cause can be determined by contractor and MSB engineering consultant. The goal is to replace the plumbing as necessary to reinstate the pipe integrity and function. This system has experienced increased maintenance problems and repairs and MSB has determined that replacement is the best long-term solution. There is a plumbing common wall between the men’s and women’s bathroom on each floor. Access to the plumbing will be achieved by removal of all the toilet partitions, vanity, mirror, drywall (tape, texture), tile, paint from one side of the common wall. Complete all the work necessary to replace the plumbing that services both bathrooms on Level 2. Once repairs are completed and documented, the contractor will reinsulate the wall, install new wall board and tile and reinstall the partitions, mirror, vanity, and fixtures. The 2nd Level (3rd floor) is the only floor with documented continuous maintenance issues. The conditions found on this floor will determine if the lower two floors may need the similar repairs. A change order may be negotiated to continue the lower floors if necessary. • Removal of drywall and tile via abatement forces. The drywall mud has 2% asbestos, and the blue tile contain 1% lead. (see attached reports) This bid is just for the second level of the women’s bathroom and the common piping between the men’s bathroom wall. If there are problems that require lower floor additional areas, then it will be managed via negotiation and change order. • The lead in the tile requires a Toxicity Characteristic Leaching Procedure (TCLP) for reporting in the lead in the landfill disposal. • Post proper signage for “Out of Order” before beginning work. • Selective Demo-remove toilets, partitions, counter, lavatories, mirror, wall lights and set aside for reinstallation. Fixture carriers to remain. • Remove wall tile and gypsum wall board. (via hazardous waste container) • Remove the batt insulation in the wall and replace with new R-13 fiberglass sound batt insulation for a 2 X 4 wall. • Anticipate some mold inside the wall due to past leaks. Remediate. • Any dry rot framing or water damage will be managed by a change order. • This work will incorporate the domestic water and sewer piping. • Remove and replace the domestic sewer piping on each side of the common wall. Inspect the water supply piping and replace as needed. • Document and inspect the vent piping for further assessment by MSB consultant. • Assess whether the men’s side toilet needs to be removed for sewer pipe replacement. Replace as needed. (men’s side has 2 urinals) • Install new water-resistant gypsum board, finish, and paint the drywall to match the existing wall color with water-based paint and install new wall tile.
