Specifications include, but are not limited to: Data Collection Plan- Specify the sampling techniques, survey methodologies, and interview protocols to be used (if utilized). Identify any potential challenges or limitations and propose mitigation strategies. Identify access and examples of data sources used (Pitchbook, Census, etc.) Contractor will be expected to incorporate relevant economic development plans and corresponding data. OED will help guide access and identify relevant plans and stakeholders. Plans include (and should be the most updated versions) but are not limited to: 2017 OED plan 2004 Angelou plan Santa Fe OED Plan Review - Hatch Form NCNMEDD CEDS Updated 2024 REDI SF County 2014 State EDD Plan Contractor will be expected to collect information and relevant information from key stakeholders identified by OED. Collate, Organization and Analysis: Provide data sets in easy-to-read format. Visualize key findings. Contractor will work with OED to recommend and provide relevant analysis for strengthening and diversifying the City’s economy. Data analyses will support the comprehensive economic development plan for the City. OED recommends the following analyses however contractor is not limited to the following: Economic leakage analysis Capital access and flows Including analysis of start-ups and private investments made in Santa Fe Economic impact analysis and SWOT by target industry Review the current industries but make recommendations for new applicate targeted growth areas Recommend top key performance indicators for OED to consider tracking. Reporting: Prepare a comprehensive report summarizing the findings of the data collection effort and analysis. Include clear recommendations and actionable insights to inform the comprehensive economic development plan. Present the report in a format suitable for public consumption. Contractor should be prepared to be on hand for any public presentations to the public bodies. Make recommendations on how the OED should visualize the data publicly and identify key performance indicators. Submission Requirements: Interested vendors should submit the following information totaling no more than three pages with addition of cover letter and budget. Cover Letter: Vendor introduction and expression of interest in the project. Company Profile: An overview of the vendor's experience and similar projects. Proposed Approach: Detailing the vendor's proposed approach to accomplish the scope of work while meeting metrics. Budget Proposal: Provide a detailed budget for the entire project, including all costs associated with the services and programing outlined. References: Contact information for at least three references from similar projects. Evaluation Criteria: Quotes will be evaluated based on the following criteria: Experience and Qualifications: Vendor's experience similar initiatives. Approach: Vendor exhibits clarity, feasibility, and capacity to fulfill the scope of work. Cost: Reasonableness and completeness of the budget proposal.
