Specifications include, but are not limited to: A. Service Activities (Minimum and/or mandatory tasks and responsibilities) 1. The Provider will operate a community-based service model where the Provider bills the payor(s) for services rendered. 2. The Provider is responsible for providing emergency helicopter air ambulance services for the County of Maui, including, but not limited to: a) Uninterrupted 24 hours a day, 7 days a week, 365 days a year availability of service staffed by medical personnel to provide rapid transport to appropriate medical care facilities. b) The Provider shall respond to all calls in accordance with state and county laws and rules. c) Responding to emergencies made through the State’s designated 911 dispatch center. For example, transport to a hospital emergency department from the scene of an emergency. d) Augmenting aeromedical services that are commercially unavailable when transportation to a higher level of care within a two-hour timeframe is medically necessary, such as for critically ill, trauma, limb or eyesight threatening situations. These calls are made through the State’s designated 911 dispatch center and approval for these transports are made by a State Medical Director or designee. e) Coordination with ground ambulance crews, medical facilities, and other public safety agencies in providing efficient and safe transports of patients. f) The service area may be expanded to include other counties. 3. The Provider shall have aerial fire suppression capabilities, including a Bambi bucket, and shall participate in joint training with fire first responders in preparation for disasters. 4. The Provider must ensure the aircraft(s) are fueled, equipped, and staffed to operate at all times. 5. Timely documentation of ambulance responses and patient care provided as well as timely transfer of appropriate information to receiving hospitals.
