Specifications include, but are not limited to: Virginia law provides that the Medicaid/CHIP programs be administered by the Department of Medical Assistance Services (DMAS). Determination of eligibility for medical assistance is the responsibility of local departments of social services under the supervision of the Virginia Department of Social Services (DSS). Based on historical knowledge of the current state as described below, as well as the differences in program administration across states, the Virginia General Assembly directed DMAS to hire a consultant to: evaluate the current information technology systems measure accuracy, processing times and efficiency of current eligibility determination processes determine how the current structure and systems handle high volumes assess the current level of automation and determine processes for streamlines analyze cost effectiveness of how eligibility is conducted examine best practices in other states develop options for enhancing eligibility determination including alternative delivery models DMAS is seeking proposals from experienced consultants. Offerors may use a combination of existing knowledge and research to meet the following requirement areas: The offerors should provide details of how they will obtain the information required to meet the reporting requirements of the General Assembly, including how they will meet the seven required areas of evaluation outlined in the budget language above in section two. The supplier shall identify best practices of other states. The offerors should identify best practices and suggestions for improving program administration areas within the Commonwealth. Areas of administration are including but not limited to system designs/processes, the role of state vs. locally supervised staff, and integrated v. nonintegrated processes among benefit programs. The supplier shall gather and report out on their initial findings and provide suggestions to DMAS regarding finding and recommendations. The supplier shall provide a final report to DMAS by October 25th. DMAS will provide the consultant the format and outline for the final report.
