a) Meeting with the City to review/discuss and finalize a needs assessment and project goals, process, schedule, and other administrative details. b) Discussing existing pay philosophy and establishing benchmarks and targets for the evaluation of data. c) Review of proposed titles to optimize likelihood of finding sufficient comparables within the market. d) Collecting data from comparable jurisdictions as defined in the needs assessment, and conducting a full compensation survey, complete with recommendations and cost of implementation. e) Providing general recommendations for best practices in terms of compensation levels, range spread, and range placement based on market survey and internal analysis, and addressing internal inequities, pay compression, retention, and hardto-fill positions. f) Other items that may emerge from discussions regarding the above.
