KPBSD seeks proposal for voice services (analog phone lines, Primary Rate Interface (full and/or fractional), standard SIP trunking, custom SIP trunking, and long-distance service) for schools within the Kenai Peninsula Borough School District, with the exception of Local Exchange Carrier (LEC) services in Seward (presently served by Fastwyre), Moose Pass (presently served by Fastwyre), and Tyonek (presently served by MTA). KPBSD is deploying a new VOIP PBX that will run in parallel with the legacy system to allow a phased migration from old infrastructure to new. It is KPBSD’s design intention to serve PSTN access to this new VOIP PBX via two new custom SIP trunk circuits (see Instructions Row F1 for full design requirements of custom SIP circuits) plus a possible fractional PRI for fax or other uses as needed. All direct inward dial (DID) numbers associated with existing circuits serving the legacy VoIP PBX would be gradually migrated to the two new custom SIP circuits until KPBSD’s migration to the new VoIP PBX is completed and legacy circuits serving the old infrastructure can be terminated (with exception to circuits served by Fastwyre and MTA, which will be migrated over). Any proposal provided must include provisions that would allow for this phased migration as PSTN circuits for the district are restructured without penalty for discontinuing service to legacy circuits being phased out and consolidated into newer custom SIP trunks. Although there is no specific timeline for the VoIP PBX migration and restructuring of PSTN circuits, KPBSD estimates the process may take (2) years.
