The City of Norwich Department of Public Utilities(NPU) is soliciting proposals from engineering consulting firms to provide preliminary engineering design services for siting and relocation/replacement of the Shipping Street Pump Station and related sewer mains out of the floodway of the Thames River (Project). Services may consist of, but are not limited to, Project scoping activities; site studies and selection; feasibility analyses; field investigations; environmental and engineering studies and analyses; hydrologic and hydraulic studies and analyses; developing, assessing, and/or analyzing alternatives; preliminary design of a relocated/replacement wastewater pump station and force main; and preliminary design of replacement gravity sanitary sewers. The Project shall also incorporate climate change conditions through at least 2050, as referenced in the State of Connecticut Governor’s Council on Climate Change Phase 1 Report: Near-Term Actions (January 2021); nature-based solutions, where appropriate, as defined in Governor Lamont’s Executive Order 21-3, Section 9C; feedback from community residents and stakeholders, including the Connecticut Department of Transportation (CT DOT) and Connecticut Department of Energy and Environmental Protection (DEEP), to the extent feasible, that was collected as part of the required community and stakeholder engagement process; funding assessment; community and stakeholder engagement; and administrative support for the Project.
