Specifications include, but are not limited to: 1. Coordinate/Guide a Regional Catastrophic Logistics & Supply Chain Management Working Group. This working group shall be composed of highprofile community leaders—“systems-level thinkers” who understand how to integrate multiple resources, fully capable of catalyzing plans into actions and obtaining community buy-in critical to long-term success and resiliency. These stakeholders shall provide valuable subject matter expertise relating to emergency management, logistics, maritime and transportation, supply chain management, finance, vulnerable populations, commodity distribution, and public health preparedness, with many representative stakeholders from governing authority of implementing statutory change at the community, organizational, and policy levels. It is anticipated that this workgroup shall be able to identify new partnerships within the community to address shelter space, commodity acquisition and storage, and innovative methods to reach Hawaiʻi’s socially vulnerable populations. 2. Conduct a Capability Assessment & Gap Analysis. The capability assessment and gap analysis shall take an up-to-date inventory of all existing county and regional planning, organizational, equipment, training, and exercise assets to prioritize the working group’s efforts. This information shall be unitized to further strengthen long-term plan sustainability and responsibilities beyond the performance period. Contractor time shall be allocated to support each counties’ effort based on the need identified during this task. 3. Develop and Finalize a Regional Catastrophic Logistics & Supply Chain Management Plan and related documentation.
