Specifications include, but are not limited to: 5.1 Objectives 5.1.1 The University seeks to retain the services of a Supplier to comply with all Higher Education, State, and federal requirements and support the University’s mission of supplying high quality education to its students and contributing to the advancement of the entire state of Oklahoma. 5.1.2 Deliver fast effective service to University Departments. 5.1.3 Contain the overall costs of a responsive program. 5.2 The proposed solution shall be: 5.2.1 Flexible to accommodate changing requirements and conditions as needed during the life of the contract; 5.2.2 Flexible to comply with, and advance, Higher Education, State and Federal policy changes; 5.2.3 Expandable and reducible, as needed, to meet Contract goals and objectives; and, 5.2.4 Collaborative with University staff and other University Suppliers to advance Contract goals and objectives. 5.3 Supplier Qualifications 5.3.1 Must be intimately familiar with the challenges faced by the travel industry and coordination of group travel arrangements for institutions of Higher Education. 5.3.2 Vendors are required to maintain a “satisfactory” or better safety rating with the Federal Motor Carrier Safety Administration (FMCSA) for the duration of the contract. 5.3.3 All vendors responding to this RFP must provide the company’s United States Department of Transportation (USDOT) number. 5.3.4 Buses must be inspected and meet Department of Transportation (DOT) and Interstate Commerce Commission (ICC) standards. Proof of certification and insurance must be provided with your submitted proposal. 5.3.5 Each bus shall have proof of regularly scheduled mechanical maintenance with maintenance records available for review upon request. 5.3.6 Prior to providing any services to the University, each driver shall have successfully completed a background check that remains on file with the charter service provider and is available for the University’s review upon request. Background checks shall include national criminal and sex offender records and Department of Motor Vehicles records.
