Specifications include, but are not limited to: THA is requesting proposals from certified, licensed, and insured Lead-Based Paint Abatement Contractors to address certain lead-based paint components found on the exteriors of three (3) apartment communities. Contractor must be licensed to perform work in the State of Alabama. Although THA has attempted to identify all of its needs, the following scope of services may or may not be all-inclusive. Contractor services should include the following scope of services for each listed development. A post-abatement clearance sampling will be conducted by a certified lead-based paint accessor after completion of the work. Contractor must describe their method of completion for abatement by encapsulation for each development. Contractor must also REQUEST FOR PROPOSALS RFP-025-01 LEAD-BASED PAINT ABATEMENT CONTRACTOR provide product specifications on the encapsulant to be used. THA must approve the method/approach and encapsulant to be used before work is to commence. Hay Court Apartments Hay Court consists of duplex style, ground level apartments. Contractor will abate by encapsulating exposed wood door jambs and frames on the exterior of front and rear entry doors of eighteen (18) identified units. These doors have a wood frame, metal frame insert and a metal door. Contractor will pressure wash the front and rear porch of each unit included in the scope and coat the porch with a clear sealant. Crescent East Apartments Crescent East consists of duplex style, ground level apartments. Contractor will abate by encapsulating exposed wood door jambs and frames on the exterior of the front and rear entry doors of twenty-one (21) identified units. These doors have a wood frame, metal frame insert and a metal door. Contractor will pressure wash the front and rear porch of each unit included in the scope and coat the porch with a clear sealant. Branscomb Apartments Branscomb consists of 96 apartments spread amongst 43 buildings. There is also 1 office building included in this scope. Apartment building make-ups include 14 duplex style flat buildings which houses 1 or 2 apartments per building, and 29 duplex style townhouses consisting of 2, 3, or 4 apartments per building. The scope of services for Branscomb Apartments includes abatement by encapsulation of all exterior window lintels and all exterior door lintels. In areas where the Lead-Based Paint Abatement Contractor finds metal enclosures on window lintels or door lintels that are not intact and in poor condition, the Contractor will report these findings to THA. In these cases, these units will be investigated to determine if removing the metal enclosure and abating by encapsulation is the best course of action. At the Branscomb office building, Contractor will abate by encapsulating the exterior rear entry door lintel. Contractor will pressure wash the front and rear porch of each unit included in the scope and coat the porch with a clear sealant.
