Specifications include, but are not limited to: Howard County, Maryland seeks a qualified firm (the “Contractor”) to operate a circulator service in the Old Ellicott City area. The purpose of this Request for Proposal (RFP) is to provide all aspects of the circulator services and operations including but not limited to, vehicle purchase or lease (if applicable), cleaning, maintenance, staffing, permitting, compliance with Americans with Disabilities Act (ADA), fueling, technology, and reporting. The circulator service will be operated under the branding determined by the County, with opportunities for the Contractor to display branding as well. Each Contractor must provide three references of organizations in which services similar to those required through this Solicitation are or have been provided. The Contractor and County’s Contract Manager shall develop procedures to ensure seamless coordination and proactive communications. Sub-branding of the operator would be considered. This service would operate as a pilot for one year. The contract period will include two additional one-year renewal options with a possibility to be scaled to meet future needs of Howard County transit should the pilot program be made permanent and/or expanded. Work and tasks associated with this RFP shall include but not be limited to the following: • Initiating, providing, and operating a circulator service • Cleaning, fueling, maintaining, and providing vehicles • Hiring, managing, and training vehicle operators • Reporting required statistics and management metrics • Providing technology to manage maintenance and location services for riders • Providing required insurance coverages
