Specifications include, but are not limited to: A. The following systems, including all components, will be commissioned under the base bid: 1. Plumbing (Inclusive of all systems and equipment including but not limited to: Domestic hot water.) Fire Protection (Sprinkler and Fire Alarm) 2. HVAC (Inclusive of all systems, controls, and equipment, but not limited to: Air handling units, Pumps, Radiant floor system, Control systems, Interface with fire alarm systems Interface with lighting control systems.) 3. Electrical (Inclusive of all systems, but not limited to: day lighting controls, Emergency systems, including load transfer and re-transfer, Emergency systems startup, Lighting systems and controls, Fire alarm systems, including interface with other systems, Motor control, including variable frequency drives, Shunt trip of controllable breakers and disconnects.) 4. Telecommunications (Wiring and terminations) B. The selected Commissioning Authority (CxA) will provide a commissioning plan that follows ASHRAE Guideline 0-2005, and commissioning activities shall be coordinated with the General Contractor. C. The primary role of the CxA is to review and provide comments on the proposed design of the project, develop, and coordinate the execution of a testing plan, observe and document performance to determine whether systems are functioning in accordance with the documented design intent and in accordance with the contract documents. 1. Conduct an initial commissioning kickoff meeting, and commissioning progress review meetings coordinated with regularly scheduled construction progress job meetings. Prepare and issue meeting minutes. 2. Review the design documentation (100% construction documents) and provide comments related to energy efficiency and completeness. 3. Develop commissioning specifications to be included in the commissioning plan for the respective commissioned systems. 4. Develop a commissioning plan for the project inclusive of the process and procedures for developing the owner’s project requirements, roles/responsibilities, design review, and all commissioning activities including but not limited to site visits, reporting, PFC development, FC development and testing, O/M manual reviews, owner training, LEED review, seasonal testing, and warranty follow up. 5. Coordinate the commissioning work with the construction manager and general construction contractor. 6. Develop pre-functional checklists for the installing contractors to include in their installation, initial checkout, and startup of the systems. The CxA will visit the site as required to ensure compliance with the established commissioning procedures, but not less than once every two weeks after commencement of the installation of the commissioned systems. 7. Develop detailed written functional test procedures for guiding and documenting performance during testing. The functional testing shall include operating the system and components through each of the written sequences of operation and other significant modes and sequences. The CxA will witness and document all functional testing 8. Maintain and issue a commissioning database and resolution log. Provide Rowan with written progress reports and test results with recommended actions following each site visit and observation. 9. Review and comment on contractor submittals and checklists applicable to systems being commissioned for compliance with commissioning requirements, concurrent with the architect/engineer reviews. 10. Develop forms to be completed in relation to training and participate in select training sessions. Copies of all training material for inclusion into the commissioning report. 11. Review and comment on the content of the O&M manuals for all systems included in the Cx Plan 12. Assist with and comment on the training of the operating personnel. 13. Provide a final commissioning report detailing the processes performed. 14. Verify final balancing report through independent balancing activities of selective areas determined by the CxA, A/E and Construction Manager. The CxA will be responsible to verify a maximum of 30% of the total balancing scope and report findings. 15. Coordinate any deferred seasonal testing to be performed following building occupancy and meet with the operating personnel at 10 months following building occupancy to review and ensure proper maintenance programs have been established. 16. The CxA may assist with problem solving or resolving non-conformance or deficiencies, but ultimately those responsibilities reside with the A/E and general construction contractor. 17. The CxA is not responsible for design concept, design criteria, compliance with codes, design, general construction, scheduling, cost estimating, or construction management. The A/E will provide adequate written design intent, basis of design, and full sequences of operation. Plans and specifications will be provided by the A/E in electronic format for the CxA to use in developing its checklist and the commissioning plan. 18. The general construction contractor will provide all labor and tools to install, startup, checkout and functionally test equipment and systems which shall be coordinated through the construction manager and witnessed/documented by the CxA.
