Specifications include, but are not limited to: 1. The Maryland School for the Blind desires to upgrade its campus two-way radios. Good communication during emergency events is essential to the security of students and staff. 2. Three repeaters with antennas are used to ensure full coverage on the campus. The channels are used for Security Staff, Facilities Staff, and the Residential Program shared with daytime staff responsible for responding to a student crisis. Senior level positions also have radios for emergency response. All radios have the ability to tune in to any of the three channels offering unlimited flexibility in emergency situations. 3. Currently two radio types are used. Security and senior leadership use radios with keypads which allow for placing and receiving phone calls. All other radios are base models with no keypads. 4. This project will involve replacement of: a. Two repeaters b. Three antennas c. Three back up batteries, and d. Eighty radios e. Eighty chargers 5. This upgrade will allow the school to move from analog to digital communication, improve antenna locations, and enhance communication dependability. 6. The replacement system needs to maintain the ability to place outside phone calls. 7. The three antennas to be replaced are on the north gable end of Newcomer Hall. This building will be visited during a mandatory pre-bid walkthrough. Wiring serving the antennas can be accessed in the building attic, which is equipped with walkways. The awarded contractor must provide their own lift to access the antennas on the building exterior. The lift will be parked on a paved surface near the building. A campus map showing the location of the building is included as an appendix. 8. Work is to occur between August 1, 2024, and August 16, 2024, when no students or teachers are on campus. Maintaining communication capabilities during the project is required, and at least one channel needs to remain operational at all times. 9. Two of the repeaters will be fully replaced. One of the repeaters will receive a digital upgrade. 10. All necessary licenses to operate the equipment must be clearly communicated in the bid. 11. A bid from is included as an appendix. Responding contractors must fill out the bid form. Bids submitted without bid forms will be rejected. 12. This is a design-build project. MSB’s contract for the work is attached to this document. If a Contractor has any issue with any of the terms of the contract, this must be brought to the attention of MSB during the bid questions phase. This is the only contract that will be used for the project. 13. The equipment shall be fully operational (turnkey) at the completion of the project. 14. The Contractor shall be responsible for cutting, patching, and mounting necessitated by the work. The Contractor shall mark all hole locations and review with the Director of Facilities prior to drilling. 15. The Contractor is responsible for all permits associated with the work. 16. A specification for the work is included as an appendix. The specification lists Basis of Design products. Vendors may submit equal products but must submit equals for review by the Owner by June 4th at 5:00 p.m., which is also the deadline for questions. The submitted products will be compiled with the bid questions, and then accepted or rejected with the question responses on June 11th.
