Specifications include, but are not limited to: The City of Portland, Bureau of Environmental Services is seeking proposals from individuals, firms, teams or consultants, hereafter called “Proposer(s),” with demonstrated experience in planning and design of public wastewater treatment plants, and proposes to engage the successful Proposer for the following services: a. Project Management – Management of consultant’s project team, project scheduling and cost control, project quality control, and change management, risk management, coordination of work with City staff, progress meetings, reporting and invoicing and all other support required for the successful execution of the planning project. b. Characterization – Background data review of existing planning documents, design documents, plant operating data, condition assessment reports, and preparation of additional data requests. c. Define Existing System and Planning Parameters - Define the current wastewater operations and the level of treatment provided by all areas of the plant. Participate in discussions of planning criteria provided by BES. d. Outline Future System Needs – Identify and evaluate future regulatory requirements, identify new process technologies or operational improvements that optimize treatment and hydraulic capacity, address health and safety needs, climate and seismic resiliency needs, and equity and community benefits
