Specifications include, but are not limited to: The Village will receive and evaluate engineering consultant proposals with statement of qualifications, relevant experience, references, availability, and project approach to perform Phase 1 Engineering, Environmental and Planning services for all work associated with the preparation of preliminary engineering and environmental studies and permits for a new grade separation structure generally connecting Franklin Avenue to Belmont/Pacific Avenue creating a new multi-modal grade separation of the five railroad crossings within the Village’s downtown. The IHB operates on the Southernmost track, CPKCS operates on the two middle tracks, and Metra operates on the two Northernmost tracks. The Village’s Metra Commuter Rail Station is in the northwest quadrant of 25th Avenue and the tracks. The CPKCS operates a critical intermodal yard approximately 1-mile to the West of the Village’s downtown. Phase I is expected to last 18 months. During or after completion of Phase 1, the Village reserves the right to negotiate and/or amend the contract for Phase 2 services, publicly advertise Phase 2 services or take no immediate action. All actions will be determined solely by the Village.
