Specifications include, but are not limited to: The City of Tempe (“City”) is issuing this Request for Quotation (“RFQ”) to establish a one-year contract with four, one-year renewal options for the services of a legal firm to provide training to Homeowners’ Associations (HOAs) located within the City of Tempe. These classes are intended to ensure that the Associations understand their role and responsibilities in working with community residents, and within laws governing them at the state and local level, in addition to their role in creating a positive and productive relationship with community residents. There are approximately 146 HOAs registered with the City of Tempe. Submitting firms must be able to demonstrate competence in this area and it is preferred that the firm have prior experience in delivering classes in person and virtually for other local cities. Attendance is expected to fluctuate, with an estimated range of 10 to 40 participants. In the event that an in-person venue is necessary, the City will furnish it, with the awarded firm responsible for offering light refreshments. The virtual class options are the City’s preferred choice at this time. Whether conducted in person or virtually, the City will handle promotional outreach for all classes. Training programs may be made up of a series of classes/sessions (possibly 2 to 4) which will allow for more time to cover not only basic information, but also more advanced topics so that the Associations have a thorough understanding of their role and responsibilities.
