Specifications include, but are not limited to: The City of Covington is issuing this Request for Qualifications (RFQ) to architecture firms experienced in project conceptplanning, development of architectural plans, and development of construction and bid documents. Responding firms should be technically qualified and licensed to provide these services and experienced in the preparation of plans for redevelopment of historic buildings. Services provided will include coordination in performing a Phase 1 ASTM site assessment for contamination, preparation of a Preliminary Architectural Report, and further design services if a Community Development Block Grant (CDBG) or other funding is awarded. The Conyers Street Gymnasium, located at 1146 Conyers Street SE, is a contributing property within the locally and nationally listed Covington Historic District. The gymnasium was built in 1935 by the Federal Works Progress Administration (WPA) and has been a centerpiece of the community since then. The building measures 14,686 square feet and sits on .42 acres. The City would like to rehabilitate the property to serve as a community center. Due to the building’s age and prominence in downtown Covington, National Register preservation standards and guidelines need to be considered in the plan. Rehabilitation activities will need to include a new roof, lead-based paint, asbestos, and mold remediation, façade improvements, and interior renovations and upgrades.
