Specifications include, but are not limited to: • Preparation of bid-ready construction contract documents for water and sewer utilities, as well as transportation projects and related stormwater design. o This is inclusive of any specialized discipline reports such as geotechnical, traffic, utility-specific (water, sewer, storm), and constructability. o Preparation of applications and other materials, and advising the City on issues related to compliance with environmental and construction permits. o Submittals at 30%, 60%, 90%, and 100% completion stages of the project for City review. o Design will typically be based on a variety of frequently used standards.1 o Construction contracts typically are based on the Washington State Department of Transportation (WSDOT) Standard Specifications for Road, Bridge, and Municipal Construction (current edition), with APWA and City of Mountlake Terrace supplements as applicable. • Construction contract administration: o Onsite construction inspection o Responding to RFI’s, Material Submittals, Change Orders, Schedule review, and Progress Pay Estimates o Assist with project close out activities. • Peer review of calculations, and related land use and construction permit materials submitted by developers during their land use approval and/or construction permitting process. • Other civil engineering-related needs, including urgent response to emergency-related issues. • Presentations to city staff, City Council, and the public. • Construction management services
