Specifications include, but are not limited to: o The CONSULTANT shall provide a report that includes a detailed analysis of the existing conditions with respect to design standards and safety of the roadway, bridges, drainage, signing and miscellaneous project components. The result of the assessment will be a recommendation either for a roadway improvement, safety improvement, application of a variation, exception or documentation to remain, based on practical design and feasibility to construct. The report will provide a summary for each project element, a discussion of design criteria and safety issues, a recommendation, and an estimated construction cost as applicable to the project element. This summary will include a tabulation of all recommendations which will be cross-referenced to the section in the report where the recommendation is detailed. The summary will also include a tabulation of cost for the applicable recommendations, separate resurfacing cost from safety improvement costs. The report will also include a summary of pavement recommendations resulting from the evaluation of the pavement coring report and field observations. The recommendations will address the required milling depths including areas of deep or full-depth milling, as deemed necessary. o The CONSULTANT shall coordinate with other Florida’s Turnpike Enterprise (FTE) Departments (i.e., Design, Maintenance, Operations, etc.) for information, development, and/or determination of ERCAR recommendations. o The CONSULTANT shall evaluate the project elements utilizing available data including, but not limited to: Original design plans Technical Memorandums Resurfacing and safety improvement plans Structures plans Maintenance documents and interview Field reviews Studies Permits Utility plans Survey documents Crash data Pavement designs including Profilograph and Coring Data Traffic analysis Bridge inspection reports Bridge load ratings Comprehensive Inventory Data Report (CIDR) Coordination with FTE, FDOT, and other agency staff • Development of reports, studies, concepts, design memorandums, construction plans and/or any other incidental documents including, but not limited to, the following elements: Roadway, Roadside Safety, Structures, Signing and Pavement Markings, Signalization, Lighting, ITS, and traffic operations. • Providing drainage system evaluation and redesign, hydrological/hydraulic studies, and roadway structure repair and/or minor widening plans, utility improvements, and/or support services to the DEPARTMENT’s Intelligent Transportation System (ITS). • Other elements of work may include, but is not limited to, intersections, interchanges, geotechnical activities, surveys, signalization, utility relocation, landscaping and irrigation, Right-of-Way maps and legal descriptions, maintenance of traffic, cost estimates, environmental permits, environmental mitigation plans, quantity computation books, and all necessary incidental items for a complete project, as assigned in Task Work order.
