The Minnesota Department of Veterans Affairs (MDVA) is committed to ensuring that diversity, equity, inclusion, and accessibility are central to all efforts in ending Veteran homelessness across the State of Minnesota. Currently, there are several identified inequities within the Veteran homeless response system. To advance this critical work, MDVA requests proposals from organizations to conduct the following specific activities: • Support the Diversity, Equity, Inclusion, and Accessibility (DEIA) Workgroup to focus on inequalities that may be present in the Veteran homeless response system to ensure that all voices are heard. • Work with partners across the State of Minnesota to analyze and ensure that the entire Veteran homeless response system is centered in equity. It is the goal of this RFP that the MDVA establish a contractual relationship with a qualified vendor to assist in facilitating conversations within a diverse workgroup of people across the State of Minnesota on the topic of Veteran homelessness and the Statewide Homeless Response System. The Homeless Veteran Registry (HVR) connects Veterans experiencing homelessness with housing and services in their community. It also helps programs and partners serving Veterans to coordinate their efforts. This tool is key to ensuring all Veterans in Minnesota who are experiencing homelessness have a pathway to permanent housing and their experience is rare, brief, and non-recurring.
