Provide Pumping, Hauling, Testing, and Disposal Services

Specifications include, but are not limited to: This solicitation and subsequent Contract award will establish a mandatory Contract for testing, pumping, hauling, storing and disposal of used oil and water in accordance with 40 CFR Part 279 and all other applicable ASTM, EPA, ADEC, federal, state, and local laws, rules and regulations to include all required training and certifications for the testing, pumping, hauling, storing and disposal of used oil and water on an as-needed basis. Transporters must have an EPA ID# for transporting used oil. Any supporting documentation will be provided by Contractor upon request by the MOA. A. Oil Pickups at various Municipal addresses. Pricing will be all inclusive of labor, fuel, fees, equipment, and any other expense associated with each line.  ON-SPEC OIL: Meets all the requirements of burner spec test  OFF-SPEC OIL: Fails any item of burner spec test except Halogens  OVER 1000 PPM HALOGENS  TRANSFORMER OIL: Used mineral oil  CONTAMINATED WATER (Mixed with Used Oil)  TESTING: Annual Testing – This is the testing required for each tank to determine if the oil meets the oil burner specification test described in 40 CFR Part 279.11. The annual testing will be directed by the MOA on an as-needed basis. The sample taken for this test will be split at the time of sampling and half will be given to a representative of the MOA.  TANK TESTING – This test is to determine the level of halogens in each tank of used oil pumped. This test will be performed on each tank, each time it is pumped. Test method must be approved by EPA. NOTE: All testing will be done in the presence of a representative of the Municipality. It is the Contractor’s responsibility to perform all testing required in accordance with 40 CFR Part 279 and all other applicable ASTM, EPA, ADEC, federal, state, and local laws, rules, and regulations. Only the annual testing and tank testing described above will be paid separately by the MOA.
